The Helios Centre was established in 1995 in St.Petersburg
as a state institution with the primary aim of accommodation and
social rehabilitation of 35 children aged from 4 to 18. In
those years of rapid economic transformation problem of street
children became more than obvious and was vastly debated in the
society. Establishment of the Helios Centre was one of the attempts
to answer the challenge. Small in the size, arranged in family like
way and open to the local society, the Centre was developed as an
experimental institution not just carrying through by tradition, but
looking for new ways and means of building up system of social
protection of children.
In
8 (1995-2003) years the Centre had developed itself into
multifunctional, flexible institution incorporating in its structure
the orphanage, social hostel (for children above 16), family club,
workshops, department of psychological research and consultations.
Nowadays the Centre is rethinking the
ways of servicing its mission. Basic reasons demanding search of new
approaches are: decreas of public interest in the issue of street
children and partly due to that - decreased financing from the state.
One can make an idea that the problem was resolved, so what is
happening is the natural development. In fact what is happening is
that the problem of street children is being pushed away from public
attention and hidden in the same way as it was in the Soviet times.
Part of the strategy answering new
challenge is our intention to develop long term cooperation with
institutions, organizations and individuals from other countries
that are interested in joint work for the benefit of socially
deprived children.
There could be a great variety of
ways of cooperation, such as:
- individual sponsorship of children,
- arranging of international contacts of children (exchange
visits, internet based communication, etc.),
- exchange of experience and cooperation in development of the
service training courses for the staff working with children,
- joint psychological research,
- development of educational programs for children with learning
difficulties,
- exchange of ideas and experienced in management and especially
in management of social relations in the institution.
These are some of the ideas we are
interested and ready to work for. But the list is open and any of
your good ideas can become a seed for the development of joint
project.
